re-enabling power saving

Ii have a gps unit that uses wince 6.0, and it seems power management has
been completely disabled. Windows ignores any settings made in the power
settings.

Can I make some sort of batch file or similar to reset and re-enable the
power management?
Basically I want my gps unit to go into suspend mode when the charger is
removed.

BattSuspendTimeout 0(0x00000000) 
BattSystemIdle 0(0x00000000) 
BattUserIdle 0(0x00000000)
