CMOS Camera green horizontal lines

Hi,

Hi I'm using OV9650 CMOS camera with mjpg-streamer for viewing the camera. 
The image quality is great when the room is bright.  However, when the room
is dark, green and red horizontal lines show up all over the images.  Is
this normal?  Any suggestions on how to fix that?
