Problem USB Keyboard without udev

Hello everyone,

I removed udev from my linux to make my board boot faster.
And I have some issue with my USB Keyboard.

First when I just update Nand and I boot I have this error message : 
usb 1-2: device not accepting address 2, error -71
But the keyboard work fine. I can use the command evtest /dev/input/event2
and it is fine.

But if I boot with my keyboard plug on the board or if I use the command :
echo mem > /sys/power/state
I have the error : 
hub 1-0:1.0: unable to enumerate USB device on port 2
And I can't find my keyboard in /sys/bus/usb or /proc/bus/usb
And if I use evtest I have evtest: No such device

Someone have any idea how to fix the problem. I really need to not use udev
because on my board I just plug a SD card and this keyboard.

Update : I re implement udev but even with udev the USB Keyboard is not
working.
Someone have an idea?

I am using OMAP3. My CPU is ARMv7
